The Unit provides
resources and undertakes programmes for change agents and organizations with a view to building
constituencies for progressive transformation of people, environment, economy
and society. The programmes on capacity building is conceptualised as social action.
Perspective building and policy literacy is a form of popular education on public policy issues involving people, environment, economy and society. It is a tool for empowerment and is intended to enhance citizens’ participation in the assessment of the impacts of policies and in the formulation of alternatives to current policies. The popular education seeks to help build an understanding of the basic logic of the mainstream (i.e., neo-liberal) economic framework and the corresponding assumptions and objectives, the contexts in which the policies are implemented and the changes that the policies introduce into the political economy. Discussions enable the participants to identify and understand the various players, forces and institutions in the political economy and their role, relationships and dynamics. The programme also attempts to show concrete examples of linkages between macro-policies and micro-conditions, enabling the participants to recognize such linkages in their own specific circumstances.
